rifle question

I got a flyer from Dick's Sporting Goods showing a Remington 700 Varmint with a camo stock and a 3x9 scope for $449. Is this too good to be true? Is this the same barrelled action as the 700 SPS Varmint? Would this be a good starting point to build into a precision rifle?

Academy has the Rem. 700 for $329. Buy a .243 and use the action for a custom??
