Rifle Scopes Rings & base or mount?

    Is there a reason I primarily see mounts on ARs (not just carbines) and base/rings on bolt actions, but rarely the other way around?
     
    Scopes on AR pattern rifles generally require cantilever mounts to achieve proper eye relief. I do recall seeing a set of rings that includes an offset ring, but they look kinda flimsy, so I'll stick to 1 piece mounts. There's also the quick detach factor, not many QD rings (ARMS?) out there.
    As for rings/base combos on bolt guns, could be force of habit. Also, it's not possible to mount a scope as low with a one piece as with rings. I run 1.4" (co-witness with irons) height mounts on my ARs so that's not a limiting factor.

    I would think the issue more starts with the rifle manufacturer. On an AR you have an integrated picatiny rail that you screw to. On a bolt gun you have vertical mount holes you have to access to mount a starting point (base) to.

    Suppose you could manufacture a one peice that has all the holes in the right spot from the top, even if they need to be drilled down through a ring, but then you would have to take the scope out of the rings if for whatever reason you needed to do anything.
