Ruger Precision Rimfire Rail

Just picked up a RPRF at my lgs. Looking at the picatinney rail it appears to be some level of a MOA mount. Gauging the slope with a straight edge the rail is definitely higher in the rear comparing it to the line of the top of the hand guard. The manual makes no reference to the rail having a MOA offset. I intend to shoot the rifle out to at least 400 yards so know I need some degree of a riser. My scope has only 60 moa total elevation. Anyone shed some light on the factory picatinney specs?
 
Yep it's a 30moa rail.
