Ruger Rimfire shooting high with irons

Picked this bolt gun up the other day and the factory irons were shooting super high, so I lowered the rear sight down all the way, and that had it about 2" high at 40-50 yards... I put a set of tech sights on it, for the rear peep, hoping that would fix it and Im still high the same as before, with the tech sight bottomed out also...

Whats going on here?

I think Ive been had lol... This rifle shoots like shit.

Thought maybe I just sucked with these irons, even though they are shooting high, so I threw a scope on it.. 3" group 5 shot at 50 yards with CCI SV.. switch to the SK match, shrinks to 1.5" at 50... fuck this gun.
