Typically you would pay me for the certificate ID mail it to you. You would fill it out and email or mail it in to Ruger along with a copy of the FFl you want it shipped to. Ruger would then fill the order at no charge and mail it to your FFL. You would then go to your FFL and fill out a 4473 paper and pick it up your rifle. Most FFLs will charge you a small fee 25-$50 to handle the transfer.
