In the process of building a 24" 6.5 Creedmoor with a 3-20x50 PM2 . What base is recommend to take it out to 1500 on factory ammo? Is 20 moa enough with this full size S&B 3-20 ?

20 moa base will get you out there, with a 20moa base I had 19.7 mils available on my 5x25 so I think you should be fine
I have a 5-25 SB on my 6.5cm. It is in an AI 28moa mount. I have 15.3 mils of elevation left in the scope after a 100yd zero. I am loading a 140eld-m with H4350 at 2675fps.
My range goes out to 1250 and it takes me @13 mils to get there.
I will go more moa on a mount when/if I get a chance to beyond my 15 mils.
You may want to look at Burris XTR rings that have the inserts... you can make those rings go up to 40 moa.

more moa will get you out further, I swap between two spuhr mounts, a 4602 with 20.6 moa that gives me 19.7 mils and a 4802 with 44.4 moa that gives me all 26 mils on my 5X25. I would suggest a spuhr 4602 with the 20.6 moa, that stacked with your 20 moa base will give you 40 moa and all the elevation to dial out to a mile, maybe more than you need but it's nice to have.
