Newb looking for advice. Looking to get into some target shooting have the opportunity to pick a new one up for 500 real steal. Good starter rifle?

Looks like a good deal. I would recommend changing the smooth barrel nut, if you ever decide to switch barrels. Accu-stocks are better than the standard plastic stocks, but IMHO, you will probably want to change it out soon.

The Bear hunter is a good rifle, I got to handle one today and it felt as solid as most other Savage rifles I've handled. the 300WSM is a good caliber, and imo easy to load for. The accustock is decent, but as stated before, if you are spoiled with rifle stocks (I know I am) you will want to replace it soon. Replacing the smooth barrel nut isn't necessary unless you plan on switching barrels, getting the smooth barrel nut off is very difficult without damaging it.

If you have to remove a smooth barrel nut just use a pipe wrench, you will be discarding it anyways so there is no need to give yourself the headache of removing it without damage. There are tons of online vendors that offer stainless barrel nuts and they are relatively cheap.
