Savage TR need help

My brother went shooting today with the new Savage tr 22long rifle. The shooting conditions were great wih only 2mph winds, but the problem was that the rifle only grouped 2-3 1/2 moa at 100 yards. He used several different types of ammo and the groups never closed, and then he tried a savage mark ll bvs and it grouped sub moa at 100 yards with same ammo. We also found the savage tr has a very loose chamber because he put a round in the chamber with the bolt removed and then put the but on the ground with the barrel facing up and the 22 cartrige fell out. Has anyone had any similar problems with their new tr rifle. Any input would be appreciated .Thanks in advance.

Ok I checked my TR and the case stayed in the chamber unless I gave the butt a slight tap then it fell out. Keep in mind I have over 1500 rds thru it and have not brushed the barrel it only gets wet and dry patches and mine is a tack driver even with CCI Std Vel. I would check the scope and mounts. I can tell you this Savage had a run of undersized bases (which I got a set) I had to file the rings to get them to tighten up. Here is a link with some pics Hopes this helps
