Suppressors SBR question

I understand this is not supressor related but I figured this was the best sub forum for the question.

I have a switch barrel rifle. If I got a tax stamp for that action could I run both short and long barrels on it without breaking the law ?
 
Yes you can do so.

With that though I have been told by my lawyer you are supposed to notify the ATF in writing when you change barrel length or caliber on an existing SBR. However, you do not need approval from them to do so. I don’t know if thats just his advice to air on side of caution or if you are actually required to do so.
