Rifle Scopes Scope/Mount identification

Not sure if it's even possible by simply looking but if somebody can help me identify the type of scope and mount shown on this particular setup (New Zealand Marksman Rifle) that would be very much appreciated. It looks like a Leupold.

They are Leupold Mark 4 rings.
The scope is a Mark 4.4-14x50 with some sort of custom turret, as you can see on the turret it's marked 1 click- .15 mrad which I don't believe is a standard offering.

I hope you got your question answered because I’m going to ask another one. What is that thing hanging from the bottom rail? It looks like it is folded up on the second picture.
