Rifle Scopes Scope not tracking ?

my body has a gunwexrks 7mm rem mag rifle on a 700 action.
the scope is a Huskemaw , I believe its a 4x20. It has 1/3 moa turret. It has a custom dial with yardage markings that came with the rifle along with custom loads.
its about 10 years old. Went to sight it in last week setup for a 200 yard zero. Thats how dial is made. Gun has shot and worked well in years past out to 900 yards using the custom dial. shot at 200,400,600,and 900 yards last week. to hit steel plate at 400 yards he had to dial to 475 yards. 600, and 900 was good.
So went to 100 yards on paper , shot at 200 yard dial , then always using same aiming point dialed up in 6 click increments , should give us 2" spacing for each shot .the shot at 30 clicks dropped below the shot at 24 clicks. He called Huskemaw , said 88% of scopes they get back are good and track.

Do a tracking test with it. maybe he got one of the 12%. Hers the thing though and there a couple issues.

1/3 MOA clicks is not a very fine adjustment
200 yard zeros are unnecessary
not sure a Huskemaw (which may be a very good budget scope) are up the task of a 7mm Magnum.
Could be shooter induced error.

Bottom line, it could be many things, start with an actual tall target test.

Without shooting. But you’ll need rifle clamped down or scope mounted on something heavy like a dedicated scope tracking tool.

Ideally, take as much human error out as possible
