Semi-Auto platform..

I'm gonna be in the market for a semi auto and need some schooling on these. I am thinking of something M110 ish. It has to be NJ compliant and have a fixed brake. The budget is around 2 G's for the base rifle or the upper and I can get the lower at a slightly later date. I'm not sure where to begin on this...
