I have never sent my rifle to someone for work, but what special steps need to be done? Do I have to send/receive using an FFL or is it just like sending other stuff with ups/fed ex?

I assume that the person you are shipping to holds an FFL.

If you are the owner of the rifle and you want to mail it there must be an FFL in the transaction.

Meaning you can ship it to an FFL and the FFL can ship back to you or to another FFL.

YOU however cannot legally ship a rifle from one address to another by yourself.

example: Say you own two homes and want to mail yourself a gun from your other house. As I understand it you would be in violation of the law.

If your Dad shipped a rifle to you he would be in violation as well.

I'm a little vague on how it works if your shipping it within the same state. SD for instance passed a law in July that says I don't need a license to manufacturer firearms, silencers, or ammunition and I can retail across the counter to anyone with no 4473 form if that person is a resident and they never take the product outside of state lines.

It may be entirely legal from the state gov perspective to allow me to ship a rifle from Sturgis to Sioux Falls, however state law cannot trump a Federal one so I still require an FFL as a shop policy. It's certainly not worth losing a license over.

California stuff:

I just learned this yesterday in fact. CA requires that ALL firearms entering the state be first qualified with a letter of authorization from the state DOJ.

It's called the California Firearms Licensee Check System Firearms Shipment Approval Letter.

Simple thing to do. Takes 5 minutes online and your set. The letter is immediate provided the FFL within the state is registered in the system.

Q: May a nonlicensee ship a firearm through the U.S. Postal Service?
A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

The package should be addressed to the owner. Persons other than the owner should not open the package and take possession of the firearm.
