My dad has an 8lb jug of powder and 1000 primers to give me but he's kinda on the other side of the country. What's the process for shipping this stuff.

You need to find someone who's a hazmat certified shipper and pay the fee and have them ship it to you.
A heads up, that will not be easy. Most hazmat shippers will not accept stuff from outside. Except for truck shipments, and they are typically about $125 minimum.
