Suppressors SiCo muzzle loader

Seen one in gun shop a few years ago and was amazed no stamp required. Are they still non NFA?
Or did they close that loop hole?

Black powder isn't even considered a firearm. So if it's permanently attached to the barrel, it's not considered a suppressor either.
