Read a few years back they do this in Mexico with car parts headed down to the factories there.

Once had to help a NATO colleague inventory an entire train load of stuff being shipped back to Canada from Afghanistan that was stolen somewhere in Russia; mostly computers and admin type stuff like cots, tents and uniforms, but literally train cars full of weapons, etc. too.

They never touched the seals…literally just cut the sides off the containers, emptied them out, and put tons of rocks back in to get ‘close enough’ on the weight to avoid alarms before (poorly) re-welding the sides in place and slapping some paint on that matched close enough to avoid immediate discovery.
