It will feel that way until you throw your trigger group in and push the takedown pin in, then it should be tight. If not, I would re-adjust the barrel band guide. You may not have it pushed all the way into the upper portion of the MCS.
Did you adjust your trigger group tension screws in the lower yet? That may also be an issue.

If I remember correctly, the lock washer goes in-between the upper and lower band, as it won't fit in the holes on the upper band.
