Is that rail removeable? And will the m24 fit with rubbing?

I would not recommend removing the rail but believe you could. It is inlet into the stock which means the stock is cut to fit the rail flush. And I am guessing you meant "without" rubbing. An M24 contour does not rub.

Ok thanks, I probably would not use the barricade clamps but I like that the rail is already there.. I’m assuming it’s the same as an arca and I can slide a bipod up and down?

The barricade clamps can slide out so you don't have to use them and yes the bipod rail mount slides back and forth.
