Does a stainless steel barrel offer any velocity advantage to a chrome lined barrel of the same length?

Yes and no. Technically if they are 100% identical the answer will be "within margin of error."
Realistically though you can get much higher quality SS barrels than you can chrome lined barrels (which generally are overshadowed by nitrided barrels now) which will probably give you more velocity due to better/tighter chamber specs, bore size, rifling type, and so on.
Unless you own a Shrike or an RDIAS there really isn't a reason to get a chrome lined barrel over SS or nitride.
