From my experience in the oil field and heavy truck shops, if you had an actual steam cleaner you could clean your carpets and seats real good.
"Clean" would be pieces of carpet and seat covers flying out the door on the other side of the vehicle if they were open or back at you as you were retreating if the other side wasn't open.
They are meant for cleaning engines, transmissions etc. with a lot of baked on oil, grease, dirt and crud. Mostly replaced now by high pressure hot water washers kind of like the car wash on steroids.
My Old Lady has a carpet cleaner that heats the water and has a vacuum in it that also has a hand held tube that works great on car interiors.
It is a Hoover and she uses it around the house a couple times a year or as needed.
It was a bit pricey, but does the house as well as the vehicles.
I only do the inside of the vehicles when I know I can leave them open to dry out for a day or two with the doors or windows open, only when it is not going to be very cold as the moisture will freeze up and you can't get the doors open until it warms up. Regards, FM
