Torque on the stock screws is important for one reason, repeatability when reinstalling the action nothing more. Ideally you want everything to distort the same way everytime. The only trick to proper torque is it must be tight enough to hold, without excessively or permanently distorting anything. If it shoots normal at 40in/lbs, you can't move the action and stock independently, and the stock or bottom metal aren't cracking or obviously under excessive strain it is fine. You won't likely tune your rifle by torquing the screws to a certain tension. I know numerous people with rifles that shoot sub moa that haven't seen a torque instrument since they left the factory.
