Suggestions for training rifle

I have a Remington 700 7mm rem mag as my main long-range rifle, however looking for a training rifle that won't be quite as expensive in ammunition and also more comfortable to shoot for extended periods of time. My goal is to eventually get my 7mm out to 1000m consistently, I know that is going to take a lot of practice, so that's why I'm looking for a training rifle. In a perfect world I'd get the training rifle out to 500m. I was thinking something in .223 and I'll probably put a Vortex PST on it. I would like to keep the rifle cost below 700.00. So I'm looking for some suggestions on make and model to fill these needs. Thanks.
 
I'm pretty sure that ptg has a howa barreled action for 350 and bottom metal for 99. Add on a bc or hs stock and you'll have met your goal for under 700.

Edit: Didnt realize they came with a BDL style bottom metal already. The 223s are a ways down, you can pick the color and barrel combo you want.
