No, they are not the same. 1 MOA equals 1.047 inches at 100 yds. If you run the numbers on JBM calculations, you will see the difference. For example, to get a 175 SMK with a velocity of 2645 fps to 1000 yds, it takes 36.9 MOA, but 38.6 inches at 100 yds.
Scopes such as Nightforce designate that they are specifically .25 MOA per click, whereas most of your hunting scopes, Leupold and Zeiss as examples note adjustments as 1/4 in per click.
