Suppressors Suppressor Advice

I have a friend that submitted forms for 2 suppressors.
The issue is that supposedly now 7 months later there was a problem with the forms and the ATF is refunding both 200 dollar checks
has anyone ever heard of this? why would this be the case? is this a dealer issue? I just want to help him

Sounds they either took too long to cure an issue with the forms or the person was ineligable.

Forms were rejected

FFL/SOT went out of business

Person applying to tax stamps was found to meet criteria that deemed him ineligible for ownership

Blackhawks are hovering over his house right now about to do a ninja raid because he is of the mexican drug cartels?
