Quietest suppressor is not always the only requirement when looking at a suppressor.

The quietest suppressor isn't going to be all that quiet with supersonic loads and a semi-auto rifle.
Weight, size, and price are also important factors. The quietest tend to be on the bigger and, often, heavier side.
