Rifle Scopes SWFA SS 1-6x Rear Ocular Broken?

Is the rear ocular part of the housing supposed to unscrew (the large part of the body behind the zoom ring)? Mine did on my brand new scope. After tightening it down, 1x looks like .8 or so and 1.5x looks like 1x. Comparing to my NF, 6x is now looking like 4x. I just got this and only spent 10 minutes looking through it the other day, so I'm not sure if my eyes are playing tricks on me.

Yes it is supposed to turn. That is the focus for the reticle.

Focus the reticle and lock the ocular with the ring directly behind the power adjustment.
