Using 25.5 grains of 4895 I get 2880fps with a 55 grain bullet in .223, the most consistent and best grouping load for my AR. If another powder is used, is duplicating the velocity the best starting point for the best load with that powder?

Duplicating the velocity is, to only a first order, close. But the stock answer is that anytime you change a component, you redo the whole load workup.

So, start a little on the low side, and then work up slowly watching for pressure signs and find the accuracy node for the new powders.

Aslo note: Switching powders may take 5-10 shots for the barrel fouling to restabilize and obtain consistent results from this new powder loading (and overall reloading recipie.)
