I am by no means an expert in anything so take this with a grain of salt or whatever it is worth but...
That being said, the first thing I would do is get in touch with TacSol and see if they feel a 4 MOA rifle is acceptable or not. If they won't do anything or work with you towards a solution then the first thing I would try is to just free float the barrel. It's difficult to say difinitively whether or not the work you mentioned will improve that beasts accuracy to acceptable standards or not without actually doing it.
I guess it just comes down to whether you feel it is worth spending all that money on the rifle just to get it shooting... To me, a cheap rifle that shoots lights out is much better than an expensive rifle that can't group for crap. So if it were me I'd free float the barrel if you have an extra handguard laying around, otherwise i'd be tempted to sell the thing and purchase another rifle entirely whether it be another 22lr AR Upper, a 10/22, Bolt 22lr, or any other type of rifle that would replace its function. But that's just me, I don't really feel that the 22lr AR uppers are worth the expense. But YMMV, just my .02
