Time for a new scope?

Pretty sure I need a new scope. Dual sandbags from a bench for the following:

Group 1 was shot with a Varget load that wasn't shooting too well at the frostbite shoot; I was trying to get velocities. The speeds were all over the damn place (ES was around 70fps! YIKES!)....just like the shot group. That's about 14-15 rounds, not in fast succession by any means. Looks like Varget is a lot more temp sensitive than some people like to claim

The one with the X is just a cold-bore check from my model Seven, ignore that one.

Group 2 (different load) the shots are numbered. It started out great, and then stuff started wandering all over the place. ES between these 6 shots (yeah I know, not a huge sample and therefore not something upon which to base drop calculations YET) was only around 15FPS, but yet they're still all over the place.

Certainly seems (to me, at least) like I may have a wandering crosshair. The second load did this a couple weeks back (just goofin around, didn't expect much--was nicely surprised) at 300 yards:

So I know the rifle and load are more than capable.

Thoughts?

i intentionally withheld the optic details (not the same as previously posted in other threads) to have an objective (no pun intended) review.

rifle is a rem 700 receiver, trued/worked by controlled chaos arms. brux mtu contour barrel, 22", precision ground lug, dd ross handle, side bolt release, reworked factory trigger, mcmillan a-5.

all torque settings are sound and correct; optic, rail, and rings are top-quality units. I was not the only shooter to have this type of issue (others shot the rifle with same results--first 2 shots were great, then it started going everywhere again), and on the same day as the final steel group pictured, 200-yard group shot indicates a "wandering" zero as well.
