I've yet to go shoot my .308 700 with the new Millet TRS-1 but while bore sighting it It seems I have the elevation cranked way up giving me right around 20 MOA of adjustment left. While the vast majority of my shooting is sub 500 yards I do want to take some long range classes up to 1,000 yards.

I obviously need a new base, should the 20 MOA be OK or should I get the 30 MOA base?

20 MOA should do it for you. YOu may run into the problem of not being able to dial back down to make a shot at 100 yards or so. You might be limited to 200-300 yard shots or further with a 20 MOA base, but that is definitely needed for 1000 yards shots. EGW HD bases are pretty nice and not a bad price.
