A local smith was talking about truing the upper reciever on an AR-15. I have never heard of this. He charges $100. Is this the deal or a gimmick?

When talking about truing up an AR upper what the smith is doing is truing the face of the threaded portion to where it is square with the barrel. I dont think that it should run 100 bucks if thats all he is doing is truing the face, but it also depends on what all else he is doing along with it.....

Gimmick. However, I HAVE been told by the "experts" that the fit between the barrel indexing pin and the upper slot that it fits into is important. It should be a snug fit without play. The fit between bolt, barrel extension and barrel are important, but you asked about upper receiver truing: not important.
