Looks very much like a sniper's telescope. The British Scout Regiment telescope was classic WWII sniper-issue:

If anyone wants original "scout regt" telescopes I think I have 12 left,...all in re-issue condition and all recent release from L42 sniping CES kits.

Saw S&B telescope in 1980s at shot show $600. Expensive I thought at the time. I have seen on for sale on Ebay several years back

I have had a couple of them and still have one. Do not use it much but very nice glass of course.
Some were brown leather, some black.
I think they were from the 80's or 90's. Come in a leather case. Very compact.
