Rifle Scopes USO scope base install

I finally got all the parts to assemble my .300WM. However I am having trouble intalling my uso scope base.

I have the kit from uso with the rail and 5 included screws. All 5 screws are a little over 1/2" long. When I try to put these screws in the front 2 receiver holes they will only go half way in. When I pull the bolt back the rear of the front 2 will go further in but then I cannot close the bolt.

Am I missing something here? Should I have 2 screws that are longer than the other 2 in the package?

Here is a pic of 3 of the screws, the other 2 are holding the base down for the time being:

Yep. Same as with any rail...

Okay, thats what I was thinking but I am unsure. Sorry for the newb question, this is my first bolt gun. Seems to be a totally different world than the ar's I am used to.

ETA: Does any one have a link to a video on how to trim these screws correctly?
