Dont know that I understand your question entirely…but… if you are dialing elevation to reach a farther target, the reticle will be moving <span style="font-weight: bold">lower</span> inside the scope which will require the shooter to "raise" the rifle higher to get on target.
This action will place the bullet on a higher arc to target, compensating for the longer range.

Did that make any sense?

I don't know how his Vortex is marked, but mine goes from 0, 1, 2, 3, 4, 0 when turning in a counter clockwise direction to add elevation.

I must surmise that MonkeyMan is saying that, if set on Zero and increasing elevation for longer range, his enumeration goes from 0, 4, 3, 2, 1 and back to Zero.

Just guessing.

Ummmm....If you are dialing elevation for a farther target the numbers will be in order. 0, 1, 2, 3, 4 etc.
