That was kind of my thought. A lot of places, like my state, you cant have anything that goes bang of leaves the ground. Mp firecrackers, roman candles, etc. Just sparklers and the like. Perhaps he was 'improvising', 'adapting', but didnt quite make it to 'overcome'.
