what is this rail on the barrel? who makes it?

I keep seeing it on rifles. I think it's so you can turn your "sniper" rifle into a scout rifle. Correct? Who makes it?

its to mount a clip on night vision optic. Badger EFR comes to mind.

its for secondary optical accessories. nowadays you dont need a night vision or ir scope, you just mount the converter infront of your day scope and it doesnt throw off your zero
