What is this?

My friend has a knockoff McMillan stock on his M700 and we are trying to find a way to attach a different bipod. Does anyone know of an adaptor for this or what the heck it is? Thanks in advance.

I am assuming the bipod on there can be removed from the rail?
That rail looks the same as what is on my Steyr Scout..If so have a look at the atlas AFAR kit, which is a picatinny adapter that slots into that rail.

It looks like an Anschutz Rail. I have the Bell and Carlson Medalist Tactical and it has an almost identical looking rail system. I used the AFAR kit.
