Yep Elcan Spectre 1-4x variable power optic. It's augmenting/replacing the TA01NSN ACOG in the latest USSOCOM SOPMOD kit. I'm told the 1x is slightly magnified, which is one of the reasons why you see some USSOCOM operators using them with a small DR OPTIC or similar small red dot optic co-mounted on the top.

If his batteries die he will pull the rip cord on the tactial tac latch quick disconnect device the specter is sitting on and it will fall off of the top rail and land gently in a special padded case attached to his tactical tac vest...as he then tactically flips up the tactical flip up back up iron sights.
