Yup leupold m3 10x fixed power(real MK4)mil dot with 1 moa elevation adjusted bdc for the M118 round.

It is a Leupold M3. Probably an M3A actually since he is military. Crazy way to mount it though. Notice both rings are right next to eachother and mounted in front of the BDC.

There are more than a few IORs similarly mounted.

The M-14 here has a rail forward of the receiver over the barrel, but not the standard rail that allows normal scope mounting. The technique used here permits the scope to be mounted close to a position where a natural eye relief can be achieved.
