It also could be the stock screw is too long or if you mounted a scope, the screw on top could also be too long. If everything else around the bolt is fine then most likely it is one of those screws is too long.

If talking about the Remington 700 and under normal operation, the bottom of the bolt handle hits the receiver bolt cut out/stop and stops there. Other than that and if having trouble it could be the front guard screw or a timing issue.

Bolt handle stops rotation in both directions.
Bottom of handle base stops bolt rotation on closing when it contacts the cut in the receiver.
Top/front of handle stops bolt rotation on opening after it does it's work camming the bolt back for initial extraction.

This is why the handle position on the bolt body is so important to the timing of the vital bolt operations.

You can insert a bolt with no handle into the action and spin it.
