Roanoke Rapids, N.C. police have arrested a man suspected of dressing up as a clown, darting in and out of traffic, and peeping into windows, according to a press release.

9:15 or later at night and a child runs out and tells a cop,( that has someone pulled over. So I assume his lights are flashing,) that a clown is peeping in his window???
Where the fuck are the parents?
The clown doesn't care that a cop is in the street while he's looking in windows?
