Whatever you do, if you get MOA for your reticle then get MOA for your turrets, and if you get mil for your reticle then get mil for your turrets.

The main difference will be the reference system you are doing your hold over/off calcs in. IMHO the first thing you should do is decide between FFP and SFP (I far prefer FFP because you often have to back off max magnification and then all the calcs get far more confusing and you need to know your exact magnification which you may get wrong). Then if there is still a choice between MOA and mil, the next thing to choose is the reticle design - chose the one that seems easiest to think through when you need to make a shot in a hurry. You want the minimum amount of information you think you need without more clutter that does not help you. Also think through how thick you need the reticle to be - you need to be able to see it on the lowest mag where you need to resolve the bars/dots and it should be under 0.1mil (1 or 2 MOA) max if you are going to shoot LR, but if you are going to to shoot MR then it can be that or bigger depending on max distance.

After all that (IMHO) then if there is still a choice you can think through whether you want to think fast in MOA/inches or in mils.
