I think it was 2006 or so when I bought a batch of 500 1x-fired .308 brass that was mostly FC. All was fired in bolt guns. Most of it showed annular machine marks and even the occasional ejector wipe.
It's on its second reload now.
Last year, I bought a batch of a full 500 of FC stuff again from one of our brethren here on the Hide.
Fired in my rifle and with a case length of 2.02 (time to trim), the old stuff holds 58.26 grains of water on average, while the new stuff holds 56.1/3 on average.
The LC M852 stuff I have holds 56.26. Strange coincidence, but I checked the math.
When did this change happen???
