It's an instant messaging / chat window thing on the right side of the page.

Go to the "My Preferences" section (under 'My Stuff' above here) and go to the 8th item down. It says:

Turn off the right column (yes) (no)

click no, and then hit "submit" at the bottom of the page.

Then the shout box will appear.
