Where is the "New Member for Sales" section?

I am a member with less than 100 posts and fully aware that I cannot start a thread in the "post exchange" sections. So where can I find the "New Member for Sales" section which is mentioned in the sticky?

Upper right hand of screen click your name/user settings/subscriptions. Pay the fee.
