I think they are having a hard enough time making brass and bullets that live up to standards, lets not get into the chemical game too now.
There is a lot of overhead (EPA, DOT ATF,etc) in manufacturing a primary explosive. I'm not even sure that Hornady manufactures there branded ammo.
Visit Grand Island and you will see a mechanized wonder and human skill. I assure you they make ammo there.

Its literally a guy with a ball of wet explosive in his hand squeezing it into a plate with holes in it.

I can vouch for that. Been to Grand Island several times. The tour the public gets to see is not even half of it. There is another factory about 7 miles West that is much larger and highly secure.
