Gunsmithing will a 29" blank finish at 28"??....

You need to cut at least 1 to 1.250" off the muzzle but the breech should be fine. Get a 30" blank and cut it to 28" after chambering. As far as chambering goes I pre drill, single point bore the drilled hole to make it concentric, use a carbide roughing reamer and hold it .250" short of the desired chamber depth and finally use a finish reamer for the final chamber deminsions.
