Winchester M70 sniper build info

Hello Im exploring the idea of trying to create a Vietnam m70 sniper clone , does anybody have a parts list or specs on what i will need , and any good smiths that would be suitable for such a build also should i be looking at a pre 64 m70 as a starter?
