WOT: help tracking down who owns a webiste

Hey guys, any of you web sleuths out there who can give me a hand I would appreciate it.

I am now a board member for the Ft Wolters Shooting Sports Club here in North Texas. We've got a new board and are trying to change things up and get more people involved back at Ft Wolters.

Right now, I am researching setting up a new website. The old website, FWSSC.org is already owned by someone who had something to with Ft Wolters a while back. We're not sure who.

How can I find out the owner for this site?

How do I go about transferring ownership to the site?

Any help would be appreciated!!
