...it appears to be a "thru the scope" pic of an Arken VPR reticle....a not so "in focus" one either when you compare the image quality outside of the scope to the image in the scope, both are less than "clear" and hazy. The thru the scope image is picking up a lot of the haziness in the air, could be early morning or early evening or an area with low air quality at the time. The quality of the camera used to take the picture (phone?) could also be contributing to what was captured.
